Since 2018, Portland has required sellers of most homes to obtain and disclose a Home Energy Score before listing. We’re licensed DOE assessors — we do the on-site assessment, generate your 1–10 score, and post the report to the Green Building Registry, usually the same day.

What the score means

A miles-per-gallon rating, for houses.

The Home Energy Score is a U.S. Department of Energy rating from 1 to 10 based on the home’s fixed assets — insulation, windows, and mechanical systems — not on how the current owners live in it.

An asset-based rating

Scored on the home’s envelope and equipment — insulation, windows, HVAC, ducting — so homes compare apples-to-apples, regardless of occupant behavior.

A low score isn’t a bad home

A big new home can score low, and a small retrofitted one can score an 8. A low number just means there’s room to reduce energy use.

Portland-specific

Portland’s version uses local City of Portland utility rates instead of statewide averages, so the estimate reflects your actual market.

Do I actually need a Home Energy Score?+
If you’re selling a covered home inside Portland’s boundary, yes — it’s required at the time of listing under City Code 17.108. Milwaukie has a similar requirement. If you’re not sure whether your address is covered, we can help you check.
What does it cost and how long does it take?+
$185 for a single-family home. The on-site assessment takes about 90 minutes, including the attic and crawlspace, and we strive to have the report on the Green Building Registry the same day.
What’s a ‘good’ score?+
The scale runs 1 to 10, where a 10 uses less energy than 90% of U.S. homes. A low score doesn’t mean a home is poorly built — it just means there’s room to reduce energy use.
Which homes are exempt?+
Mobile, manufactured, and floating homes generally can’t be scored, and detached ADUs don’t require a score as long as the main home gets one. High-rise/stacked condo units are also excluded.
